Carwyn Jones has been improperly using data in assembly proceedings after he detailed contacts, emails and telephone conversations to mis-lead the chamber regarding plans for hospital services in West Wales. Plaid Cymru’s Adam Price accused the First Minister of bullying and intimidation, whilst the AM Rhun ap Iorwerth suggested the Minister’s actions were a breach of the Data Protection Act.

The BBC Wales political editor stated “I cannot recall such a raucous exchange which - a bit like a drunken row in the pub -- took a long time to bring under control once it got into full flight. The Welsh Government says this was not private information, anyone could have obtained it. That will be a tough sell because it is asking people to believe that officials were treated in the same way as anyone else when they phoned up a health board asking for information.”

What’s more, Carwyn Jones has also recently admitted he uses his personal email address for official Welsh Government business, presumably to control what information is entered into the public domain. This follows accusations of bullying in the Welsh Government after the death of Carl Sargeant AM. The investigators have stated “the use of personal email addresses for government business raises several legitimate concerns”.
